Most Singapore professionals are paying full price for AI tools they could be getting at half the cost. Since May 2026, NTUC’s Union Training Assistance Programme (UTAP) now covers not just course fees but AI tool subscriptions — and the approved list includes 21 of the most widely used AI tools in the market today.

The challenge is not knowing the list exists. It is knowing which tools are actually worth subscribing to for your specific role, how much each one will cost you after the subsidy, and how to make the most of your annual cap. That is what this article is for.

What Makes an AI Tool UTAP-Approved?

According to NTUC, not every AI tool qualifies. NTUC curates and maintains a specific approved list under the AI-Ready SG initiative, reviewed quarterly. Members can also suggest new tools for consideration via the UTAP portal.

To be eligible to claim, you must meet three conditions:

Your NTUC membership must be active throughout the entire process — from course enrolment to the point of claim. You must complete a UTAP-approved AI course with at least 75% attendance before subscribing to the tool. And your subscription start date must fall between 1 May 2026 and 30 April 2028.

Once you subscribe, you have six months from the subscription start date to submit your claim. Late claims are automatically rejected.

                        How to Maximise Your $250 or $500 UTAP Cap

                        Your annual UTAP cap is shared across all claims in a calendar year — course fees and AI tool subscriptions combined. Planning which tools to claim, and when, makes a significant difference to how much value you extract from the scheme.

                        If you are under 40 (cap: $250/year): Prioritise claiming for the highest-cost tool you actually use. ChatGPT Plus at ~$162/year reimbursement uses most of your cap efficiently. If you have remaining cap after that, add a lower-cost tool like Canva (~$68) or Suno (~$65). Avoid spreading across too many tools — the 50% reimbursement on a $6/month tool is only ~$36/year, which may not be worth the admin of a separate claim.

                        If you are 40 and above (cap: $500/year): You have more room to stack claims. A practical combination: ChatGPT Plus (~$162) + Perplexity Pro (~$138) + Canva Pro (~$68) = ~$368 in reimbursements, leaving ~$132 for a course fee claim or another tool.

                        Plan across calendar years: The UTAP cap resets every calendar year. If you complete your AI course in late 2026, you can claim tool subscriptions in both 2026 and 2027 — effectively accessing two years of cap for tools that span the year boundary.

                        Claim for the tools you already pay for first: If you are already subscribed to ChatGPT or Claude, your first claim should be for the renewal that falls within the 1 May 2026 to 30 April 2028 window. Do not let an existing subscription go unclaimed.

                        Can I switch tools mid-year and claim for both?

                        You can claim for multiple tools in the same year as long as you stay within your annual cap. Each tool subscription is a separate claim with its own 6-month submission window. If you subscribe to one tool in June and another in September, both claims are eligible as long as you submit each within 6 months of the respective subscription start date.

                        What if a tool I subscribed to gets removed from the approved list?

                        NTUC reviews the list quarterly. If a tool is removed after you have already subscribed and submitted a valid claim, your approved claim should not be affected. However, future renewals of a removed tool would no longer qualify. Always check the current approved list before subscribing.

                        Do I need to complete a different course for each tool I claim?

                        No. According to NTUC, one qualifying AI course completion covers all tool claims — you do not need to take a separate course for each tool you subscribe to.

                        How do I check if an AI tool is UTAP-approved?

                        Log in to the NTUC membership portal at ntuc.org.sg, navigate to E-Services, and click on Find A Course / AI Tool Subscription. The approved list is updated regularly.

                        Can I suggest a new AI tool to be added to the UTAP-approved list?

                        Yes. NTUC members can submit suggestions for new tools via a link on the UTAP portal. Submissions are reviewed quarterly. There is no guarantee a suggested tool will be approved, but the process is open to all members.
