If you’ve ever tried to work out which government scheme supports which part of a workforce project, you’ll know the frustration. Job redesign, career conversion and training support have each come with their own application process and their own rules.
The Enterprise Workforce Transformation Package (EWTP) is designed to simplify that. It brings workforce transformation support under one umbrella, increases funding for job redesign, and changes how the SkillsFuture Enterprise Credit works.
This guide explains the three parts of the package, who qualifies, and how the redesigned credit fits in. By the end, you’ll know which parts apply to your company and what to prepare before you apply.

What Is the Enterprise Workforce Transformation Package?
The Enterprise Workforce Transformation Package is a set of government measures that support companies redesigning jobs and building their workforce’s skills. The government has set aside more than S$400 million for it, and the Skills and Workforce Development Agency (SWDA) runs the workforce schemes within it.

The package has three parts:
- The SkillsFuture Workforce Development Grant (WDG): a single application channel for workforce transformation schemes.
- The SkillsFuture Workforce Development Grant (Job Redesign+), or WDG(JR+): higher funding for job redesign and workforce transformation projects.
- The redesigned SkillsFuture Enterprise Credit (SFEC): a credit in an online wallet that offsets costs upfront rather than by reimbursement.
The idea behind the package is that enterprise transformation and workforce transformation should happen together. New tools and processes work better when the jobs around them are redesigned too.
Part 1: The SkillsFuture Workforce Development Grant
The SkillsFuture Workforce Development Grant brings existing workforce schemes together so companies can find and apply for them in one place. These include the Career Conversion Programme and workplace learning projects under the National Centre of Excellence for Workplace Learning (NACE).
Companies apply through the Business Grants Portal. The grant is being rolled out in phases from 2026, so not every scheme may be available through the single channel yet.
Part 2: Job Redesign Funding Under WDG(JR+)
WDG(JR+) funds projects that redesign job roles and build workforce transformation capability. It launched in March 2026 and replaced the job redesign support previously offered under the Productivity Solutions Grant (PSG-JR).
To qualify, your company must be registered or incorporated and operating in Singapore, and have at least three local employees. Local employees are Singapore Citizens or Permanent Residents.

The table below shows how funding has changed from the previous scheme.
| Previous support (PSG-JR) | WDG(JR+) | |
|---|---|---|
| SMEs | Up to 50% | Up to 70% |
| Non-SMEs | Up to 30% | Up to 50% |
| Funding cap | Up to S$30,000 per enterprise | Up to S$150,000 per enterprise |
The grant covers three components, each with its own cap:
| Component | What it covers | Cap |
|---|---|---|
| Workforce consultancy | End-to-end support from pre-approved consultants, from business diagnosis to an implementation plan | Up to S$50,000 |
| Capability building | Onsite support, mentorship and training so line managers and HR teams can run HR initiatives independently | Up to S$60,000 |
| Workforce tech solutions | Digital HR tools such as skills diagnostic tools, L&D systems and workforce analytics platforms | Up to S$90,000 |
Workforce tech solutions must be combined with at least one of the other components.
Companies that used PSG-JR before can still apply, as long as the new project’s scope and redesigned roles are different.
Where AI Fits In
AI is part of the grant’s scope in two places. A workforce consultancy project can include assessing how ready your company is for AI and redesigning job roles to match. Under workforce tech solutions, AI-infused HR tools are listed as supportable when they complement a workforce transformation project.
For many companies, that makes WDG(JR+) a practical starting point for thinking about how AI changes specific roles, rather than simply buying new tools.
Part 3: The Redesigned SkillsFuture Enterprise Credit
From 1 December 2026, the SkillsFuture Enterprise Credit works like a digital wallet. Companies with at least three resident employees receive a fresh S$10,000 credit. They can then use it to offset costs upfront instead of paying first and claiming later.
SWDA refers to this version as “SFEC (Enhanced)”. Here’s what employers need to know:
- No application is needed. Eligible companies will be notified by email before the launch.
- There’s a short step to unlock the credit. Companies need to complete a simple workforce questionnaire, with details provided in the notification email.
- Balances are visible. Companies can check their balance and decide which workforce initiatives to use it on.
At launch, the redesigned credit can be used for three types of programmes:
- WDG(JR+) projects.
- SWDA-funded employer-sponsored training courses listed in the official course directory.
- Mentorship Support Projects under NACE.
SWDA has said more programmes and courses will be added progressively.
How the Offset Works
The credit applies to your out-of-pocket costs, meaning what your company pays after government subsidies or grants. SWDA gives this example for a WDG(JR+) project, where the credit can offset up to 90% of out-of-pocket costs:
| Amount | |
|---|---|
| Project cost | S$20,000 |
| WDG(JR+) subsidy (70%) | S$14,000 |
| Out-of-pocket cost | S$6,000 |
| SFEC offset (up to 90% of out-of-pocket cost) | S$5,400 |
| Net amount paid to the service provider | S$600 |
This is a simplified example. GST is not supportable and isn’t included in these figures.

If your company still has a balance under the current SFEC, it expires on 30 November 2026. Our guide to the SkillsFuture Enterprise Credit covers the deadlines and how to claim.
Current vs Redesigned SFEC at a Glance

The two versions differ in timing, how you receive the money, and what they cover.
| Current SFEC | Redesigned SFEC | |
|---|---|---|
| Available | Until 30 November 2026 | From 1 December 2026 |
| How it works | Reimbursement after you pay | Offset upfront from an online wallet |
| Who gets it | Employers notified under earlier qualifying periods | Companies with at least three resident employees |
| What it covers | Enterprise and workforce transformation programmes | Workforce transformation programmes, starting with the three listed above |
| How to start | Already credited to eligible employers | Notification email, then a short workforce questionnaire |
Free Advisory Support From SBF and SNEF
If you’re not sure where to start, you don’t have to work it out alone. SWDA has appointed the Singapore Business Federation (SBF) and the Singapore National Employers Federation (SNEF) as anchor partners for the package.
They help companies identify suitable workforce transformation solutions and the support available for them. There is no cost for companies to use this advisory service.
How to Prepare Your Company
You don’t need to wait until December to get ready. These steps will help you move quickly once the redesigned credit is live:
- Use or wind down your current SFEC. Any balance expires on 30 November 2026, so check what’s left and what’s still awaiting claims.
- Confirm your resident headcount. Both WDG(JR+) and the redesigned credit require at least three Singapore Citizen or Permanent Resident employees.
- Make sure the right people receive government emails. The redesigned credit is unlocked through a notification email, so check who manages your company’s grant accounts.
- Identify the roles most affected by change. Note which roles are changing because of new tools, AI or new processes. This becomes the starting point for any job redesign project.
- Check eligibility before committing spend. Confirm a programme is supportable before you sign a contract or register staff.

Yes. There is no cost for companies to use the workforce transformation advisory services from SBF and SNEF.
Start With the Work, Then the Funding
The package works best when funding follows a clear plan, not the other way round. Start by identifying which roles in your company are changing and what skills those roles will need. Then match that plan to the support available.
